How to basically start a php website? i m a really newbie

i m trying to make a new website in php, and i even dont know how to set the background color, or how to divide pages into segments, assign menus on pages... i have read tutorials on php but it made me aware of the coding model for php n didnt teached me how to design first the pages... hope anyone will take out some time to reply me

thats not php, i would read up on XHTML and CSS also you can find some good photoshop tutorials on how to make templates and other photoshop stuff from good-tutorials.com
